SETA LANDSCAPE WORKSHOPS
find attached the said invitation.
you may be aware, the DHET has proposed major changes to the
way SETAs operate. Amongst the most important changes are
- SETAs will lose their
semi-autonomous status and become Sector Education and
Training Advisory Bodies which will be classified as
Specialist Delivery Units and fall directly under the DHET
- Certain functions
(skills planning, levy allocation and quality assurance)
will be centralised within the DHET. The NSF will also
allocate grants. In order to perform these new functions,
the Government intends to capacitate the NSF, DHET and
other Government Departments to fulfil this new mandate read as employing more public servants.
SETAs will be clustered into 5 groups. At this stage mergers are
not envisaged but could be considered in the medium to
- Although mandatory
grants will remain at 20%, of major concern is that
discretionary grants available to SETAs for sector training
initiatives will fall from 50% of levy income to a mere
9.9%. This will have a major negative impact on our Sector.

a submission thereon in the next couple of days. I will
then send through to members for any comments they may have.
