Proposed changes to the SETA landscape and administrative and financial matters

To all members of the FSA HR committee: Please refer to my previous email regarding this matter. I attended an FP&M SETA Board meeting on Friday 4 December.  This issue was on the Agenda.

I stated in no uncertain terms that given the proposal to: strip SETAs of a lot of their responsibilities (including skills planning - which is now proposed to be done centrally by DHET); cluster SETAs into 5 groupings; convert SETAs into "Sector and Education Training Advisory Boards"; reduce the discretionary funding available to SETAs to spend on training initiatives within their respective sectors dramatically (from 50% of levy income to a mere 9.9%.

FSA would not support the proposals and would thus be making a submission thereon which would outline our concerns.

We do however, need Industry consensus on the submission that we make (which has to be in by 20th Jan 2016).

I shall thus be in contact shortly regarding a meeting to agree upon an Industry standpoint. I shall, compile a draft response for consideration.
