Revised FSC Regulatory Module Now Available
FSC has revised the Regulatory Module to align with the EU Deforestation Regulation (EUDR), reducing the burden for many certificate holders in accordance with the latest EUDR simplifications.
What has changed?
The changes to the revised addenda include:
- new user categories aligned with the latest EUDR simplifications;
- reduced due diligence and risk assessment obligations for certain user groups;
- a table overview in each addendum clearly showing which requirements apply to each user group.
FSC has issued this revised add-on standard with immediate effect to allow users as much time as possible to implement the module before the EUDR comes into effect. We also advise certification bodies and FSC Regulatory Module certificate holders that a remote audit is acceptable to re‑certify against the latest version of the FSC Regulatory Module.
Which addenda are included?
The following addenda have been published today, with immediate effect and a 12-month transition period:
- FSC-STD-60-004r V1-1 – International Generic Indicators
- FSC-STD-40-006r V1-1 – Project Certification
- FSC-STD-40-004r V1-1 – Chain of Custody
- FSC-STD-30-010r V1-1 – Controlled Forest Management
- FSC-STD-30-005r V1-1 – Forest Management Groups
- FSC-STD-20-011r V1-1 – Chain of Custody Evaluations
- FSC-STD-20-007r V1-1 – Forest Management Evaluations

What support is available?
FSC will publish a number of supporting materials over the coming months to help users understand and implement the changes.
- An updated FAQ with detailed information about the revision can be found on our FSC Connect page devoted to alignment with emerging regulations.
- A webinar for certification bodies and certificate holders interested in the FSC Regulatory Module is planned for early October. More details will follow shortly.
- Further learning materials, including video tutorials and implementation guidance, will be available between September and December 2026.
